- Idea/ideation stage; up to ₹20,000 per month for up to two years (§2.1.1).
- Active incubation with a recognized incubator at application and installment stages (§2.1.2).
- Utilization/progress and active-operation evidence for later installments; officer scrutiny applies (§2.1.8–2.1.11).
